Weed isn’t just a counterculture thing anymore—it’s gone mainstream. As of 2025, around half a billion people live in places where cannabis is legal for adults. That’s a lot of joints, edibles, and vape pens being enjoyed without the fear of getting busted.
So, who lit the spark, and how far has it spread?
Quick Facts
• 10+ countries now have nationwide adult-use cannabis
• 24 US states allow recreational use
• 50+ countries have medical cannabis laws
• Over 500 million people live with legal access
How It All Started
The first brave move came from Uruguay in 2013, despite pushback from the UN. Canada followed in 2018, becoming the first G7 nation to legalise, and the floodgates slowly opened:
• Mexico (2021) – Legal via Supreme Court
• Malta (2021) – Europe’s first
• Thailand (2022) – Shocked Asia (though it’s shaky now)
• Germany (2024) – Europe’s biggest economy
• South Africa (2024) – Africa’s first
• Czechia (2025) – Europe’s newest
Meanwhile, Colorado kicked things off in the US way back in 2014, and now nearly half the states have followed suit.
Different Ways to Legalise
Not every country does it the same way:
• Dispensaries & commercial sales – US states, Canada
• Home grow only – South Africa (at first)
• Cannabis clubs – Malta, Spain
• Government monopoly – Uruguay’s original system
• Hybrid models – Germany’s current approach
Who’s Next?
Europe’s the one to watch. Switzerland, the Netherlands, Poland, Portugal, and Spain are all edging closer to legalisation. Elsewhere, Australia, Ukraine, and parts of Africa may follow in the coming years.
The Buzzkill
Some countries are still brutally strict. Singapore, Saudi Arabia, Malaysia, China, Japan, South Korea, and the UAE all carry harsh penalties (sometimes even the death penalty) for cannabis offences.
The Bottom Line
If you’re lucky enough to live in a legal country or state, spark up and enjoy—it’s a privilege millions are still waiting for. But with the global tide turning, that “not yet” might not last forever.
